The Central Government has established the National Testing Agency (NTA) to conduct entrance examination for admission/ fellowship in higher educational institutions. The Department of Higher Education, Ministry of Human Resource Development, GOI vide their letter no. F.No. 19-5/2014-TS-I dated 6th July, 2018 has mandated the NTA to conduct the NEET (UG) – 2019.

“There shall be conducted a uniform entrance examination to all medical educational institutions at the undergraduate level and post-graduate level through such designated authority in Hindi, English and such other languages and in such manner as may be prescribed and the designated authority shall ensure the conduct of uniform entrance examination in the aforesaid manner;
Provided that notwithstanding any judgment or order of any court, the provisions of this section shall not apply, in relation to the uniform entrance examination at the undergraduate level for the academic year 2016-17 conducted in accordance with any regulations made under this Act, in respect of the State Government seats (whether in Government Medical College or in a private Medical College) where such State has not opted for such examinations”.

The National Eligibility Cum Entrance Test (NEET) UG will be conducted by the NTA from 2019 onwards. This Test was being conducted by the Central Board of Secondary Education (CBSE) till 2018. NEET (UG) is applicable for admission to MBBS/BDS Courses in India in Medical/Dental Colleges run with the approval of Medical Council of India/Dental Council of India under the Union Ministry of Health and Family Welfare, Government of India except for the institutions established through an Act of Parliament i.e. AIIMS and JIPMER Puducherry.

The responsibility of the NTA will limited to the conduct of the entrance examination, declaration of result and providing All India Rank to the Directorate General Health Services, Government of India for the conduct of counselling for 15% All India Quota Seats and for supplying the result to state/other Counselling Authorities.

Admissions to all seats of MBBS/BDS will be done through NEET (UG) – 2019. Following are the seats available under different quotas:
i. All India Quota Seats
ii. State Government Quota Seats
iii. Central Institutions / Universities / Deemed Universities
iv. State/Management/NRI Quota Seats in Private Medical / Dental Colleges or any Private University
v. Central Pool Quota Seats.

Date of Entrance Test:

National Eligibility Cum Entrance Test NEET (UG) – 2019 will be conducted on 5th May, 2019 (Sunday) from 02:00 p.m. to 05:00 p.m.
The duration of test will be three (03) hours.
The schedule will remain unaltered even if the date of test is declared a public holiday.

Important Instruction for Candidates

Candidates can apply for NEET (UG) – 2019 only through Online mode.
The Application Form other than online mode will not be accepted, in any case. Only one application is to be submitted by a candidate.
3. Submission of Online Application Form may be done by accessing NTA website www.nta.ac.in/ www.ntaneet.nic.in only.
4. Candidates must follow the instructions strictly as given in the Information Bulletin and on NTA website. Candidates not complying with the instructions shall be disqualified.
5. Candidates must ensure that e-mail address and Mobile Number provided in the Online Application Form are their own as all information/ communication will be sent by NTA through e-mail on e-mail address or SMS on given Mobile Number only.
6. Instructions for filling Online Application Form :
Ï Download Information Bulletin and Replica of Application Form. Read these carefully to ensure your eligibility.
Ï Follow the 4 steps given below to Apply Online:
Step-1: Fill in the Online Application Form and note down the system generated Application No.
Step-2: Upload scanned images of Candidate’s Photograph (between 10 kb – 200 kb) and Candidate’s Signature
(between 4 kb – 30kb) in JPG/JPEG format.
Step-3: Make payment of fee using suitable mode of payment through bank as per details given in Chapter – 4, (mode of submission of Application Form and payment of fee) and keep proof of fee paid.
Step-4: Print at least four printouts of Confirmation Page after successful remittance of fee.
Ï All the 4 Steps can be done together or at separate times.

Note:
1. The final submission of Online Application Form will remain incomplete if Step-2 and Step-3 are not completed. Such forms will stand rejected and no correspondence on this account will be entertained.
2. No request for refund of fee once remitted by the candidate will be entertained by NTA under any circumstances.
3. The entire application process of NEET (UG), May 2019 is online, including uploading of scanned images, Payment of Fees, and Printing of Confirmation Page. Therefore, candidates are not required to send/submit any document(s) including Confirmation Page to NTA through Post/ Fax/By Hand.
4. Option of medium of paper should be exercised while filling the Application Form and the option once exercised by candidates cannot be changed later.
5. Candidates are advised to visit the NTA website regularly for latest updates.

Candidates are NOT allowed to carry Instrument/ Geometry/ Pencil box, Handbag, Purse, any kind of Paper/ Stationery/ Textual material (printed or written material),
Eatables and Water (loose or packed), Mobile Phone/ Ear Phone/ Microphone/ Pager, Calculator, Docu Pen, Slide Rules, Log Tables, Camera, Tape Recorder, Watches, microchip or electronic gadgets/ devices in the Examination Hall/Room.
Diabetic students will be allowed to carry eatables like sugar tablets/fruits (like banana/apple/ orange) and transparent water bottle to the Examination Hall. However, they will not be allowed to carry packed foods like chocolates/candy/sandwich etc.

Admit Card:

The NTA will provide the facility of downloading Admit Cards of NEET (UG) – 2019 on the NTA website. Candidates are required to download the Admit Cards from the website and follow the instructions given therein. Candidates may please note that Admit Cards will not be sent by post. When candidate will download the Admit Card, a copy of the same in PDF format will also be emailed to the candidate on the registered email id. The Admit Card will bear the candidate’s Roll Number, Name, Father’s Name, Category, Sub-Category, Photograph, Signature, Date of Birth, Language of Question Paper with Name and Address of examination Centre allotted.

Exam Pattern of NEET (UG) – 2019

180 objective type questions *(four options with single correct answer) from Physics,Chemistry and Biology (Botany & Zoology) to be answered on the specially designed machine-gradable sheet using Ball Point Pen provided at examination centre only.

* Each question carries 4 marks. For each correct response the candidate will get 4 marks. For each incorrect response (1) one mark will be deducted for the total score.
(b) The duration of test would be three (03) hours. Medium of the Question Papers:-
i. Candidates can opt for Question Paper in anyone of the following languages: English, Hindi ,Assamese, Bengali, Gujarati, Kannada, Marathi, Odia, Tamil, Telugu, Urdu –
ii. Option of medium of Question Paper should be carefully exercised while filling in the Application Form and the option once exercised by candidates cannot be changed later.
iii. Candidates opting for English would be provided Test Booklet in English only.
iv. Candidates opting for Hindi would be provided Bilingual Test Booklet in English and Hindi.
v. Candidates opting for Regional languages would also be provided Bilingual Test Booklet in selected Regional language and English.
vi. In case of any ambiguity in translation of any of the questions, its English version shall be treated as final.

Candidates qualifying NEET (UG) – 2019 would be eligible for All India Quota and other quotas under the State Governments/Institutes, irrespective of the medium of the examination, subject to other eligibility criteria.

 

Syllabus for the Test:

The Question Papers for the test shall be based on a Common Syllabus notified by the Medical Council of India and implemented in the year 2013. It is also available at www.mciindia.org. Centres / Cities for NEET (UG) – 2019 Examination
i. List of cities alongwith city codes where the NEET (UG) – 2019 will be conducted is given at below.

Eligibility to appear in NEET (UG) – 2019.
Eligibility for appearing in NEET (UG) is as stipulated in Indian Medical Council Act-1956 and the Dentists Act-1948 as amended in 2018.

Eligibility as per related Regulations is as follows:-

i. He/she has completed age of 17 years at the time of admission or will complete that age on or before 31st December of the year of his/her admission to the 1st year MBBS/BDS Course.
ii. The upper age limit for NEET (UG) is 25 years as on the date of examination with relaxation of 5 years for the candidates belonging to SC/ST/OBC category and persons entitled for reservation under the Rights of Persons
with Disabilities Act, 2016.

The Age criteria for appearing in NEET (UG) – 2019 is as follows:
For Candidates of Unreserved Category (UR)-  born on or between 05.05.1994 and 31.12.2002
For Candidates of SC/ST/OBC/PwD Category- born on or between 05.05.1989 and 31.12.2002

Eligibility for seats under the control of States/Deemed Universities/Central Universities/ESIC and AFMC including Delhi University (DU), BHU & AMU/central pool quota
i. Indian Nationals, Non Resident Indians (NRIs), Overseas Citizen of India (OCI), Persons with Indian Origin (PIO) and Foreign Nationals are eligible for admission in Medical/Dental Colleges subject to rules and regulations framed by the respective State Governments, Institutions and the Government of India as the case may be.
ii. Foreign nationals may confirm their eligibility from the concerned Medical/Dental College/State.


Eligibility for 15% All India Quota seats
:

a) Indian Nationals, Non Resident Indians (NRIs), Overseas Citizen of India (OCI), Persons of Indian Origin (PIO) and Foreign Nationals are eligible for 15% All India Quota Seats.
b) Candidates from State of J & K
i. Students from State of J & K are not eligible for 15% All India Quota seats as State of J&K has opted out of All India Scheme since its inception. If they claim eligibility, they must submit online Self Declaration which will be generated and printed automatically alongwith confirmation page for the record and to present the same during counselling. The Self-Declaration Form must submitted.

ii. The online Self Declaration of the candidates will be verified at the time of counselling and if found to be false at any time, the candidature/ admission of such candidates shall be cancelled and criminal proceedings may be initiated against such candidates.
iii. Candidates from the State of J & K can appear in NEET (UG) for admission to Private Medical/Dental Colleges or any Private / Deemed University and Armed Forces Medical College (AFMC), Pune subject to the fulfilment of eligibility conditions.

Qualifications and Qualifying Examination Codes:

CODE : 01– A candidate who is appearing in the qualifying examination, i.e., 12th Standard in 2019, whose result is awaited, may apply and take up the said test but he/she shall not be eligible for admission to the MBBS or BDS, if he/she does not pass the qualifying examination with the required pass percentage of marks at the time of first round of Counselling.

CODE : 02-
The Higher/Senior Secondary Examination or the Indian School Certificate Examination which is equivalent to 10+2 Higher/Senior Secondary Examination after a period of 12 years study, the last two years of such study comprising of Physics, Chemistry, Biology/ Bio-technology (which shall include practical tests in these subjects) and Mathematics or any other elective subject with 12 English at a level not less than the core course for English as prescribed by the National Council of Educational Research and Training after introduction of the 10+2+3 educational structure as recommended by the National Committee on Education.
Candidates who have passed 10+2 from Open School or as private candidates shall not be eligible to appear for ‘National Eligibility Cum Entrance Test’. Furthermore, study of Biology/Biotechnology as an Additional Subject at 10+2 level also shall not be permissible.
The proviso in italics has been subject matter of challenge before the Hon’ble High Court of Delhi, Hon’ble High Court of Allahabad, Lucknow Bench and Hon’ble High Court of Madhya Pradesh at Jabalpur. The provisions of the regulations disqualifying recognised Open School Board candidates and the candidates who have studied Biology/Biotechnology as an additional Subject has been struck down. “The Medical Council of India has preferred Special Leave Petitions before the Hon’ble Supreme Court and Appeals in the Hon’ble High Courts. Therefore, the candidatures of candidates in the NEET (UG)-2019 who have passed the qualifying examinations i.e. 10+2 from National Institute of Open Schooling or State Open Schools or as private candidates from recognised State Boards; or with Biology/ Biotechnology as additional subject shall be allowed but subject to the outcome of Special Leave Petitions/Appeals filed by the Medical Council of India”.

Admission and Reservation:
An All India Merit List of the qualified candidates shall be prepared on the basis of All India Rank in the Merit List of the NEET (UG) – 2019 and candidates shall be admitted to MBBS/BDS Courses from the said list only by following the already existing reservation policy. NTA will provide All India Rank. Admitting Authorities will invite applications for counselling and merit list shall be drawn based on All India Rank by the Admitting Authorities. Admission to MBBS/BDS Courses within the respective categories shall be based solely on All India Rank as per merit list of NEET (UG) – 2019.
The admitting/counselling authorities will draw merit list of the candidates in the respective categories, declared by the candidates at the time of applying for admission/counselling.
(a) Reservation of seats in government medical colleges under 15% All India Quota:
i. 15% seats are reserved for SC candidates,
ii. 7.5% seats are reserved for ST candidates,
iii. 27% seats in Central Educational Institutions are reserved for OBC candidates only as per Central Educational Institutions (Reservation in Admissions) Act, 2006. Reservation would be applicable to the castes mentioned in the Central list of OBC. Thus, the candidates falling in this list may mention OBC in the Category Column in application form. Candidates from creamy layer and those who do not come under Central List of OBC are advised to mention their category as Unreserved (UR).

A candidate can apply for the NEET (UG) – 2019 only on-line by logging on to www.ntaneet.nic.in.

Before submission of application form, make the following preparations:
The information desired to be filled in the Online Application such as names of Father/Mother and Candidate with correct spellings, Aadhaar Number (last 4 digits)/Election Card (EPIC No.)/Passport number/Ration Card Number/ Bank Account Number/Other valid Govt. Identity Card Number, Date of Birth, Address, Mobile Number, email id, etc. may be kept ready. For more details about the information to be filled in, candidates may go to link “Replica of Application- 2019” on the website.

The candidates have to provide any one of the identity details as given below:

  1. Category of Candidates: Indian Nationals of all States.
  2. Types of permissible IDs : Aadhaar Number (last 4 digits), Election Card (EPIC No.), Ration Card Number, Bank Account Number, Passport Number or Number of any other Identity Card issued by Government. NRIs Passport Number, Aadhaar Number (last 4 digits) Foreign Nationals/ OCI/PIO Passport Number
  3. Candidate should have scanned images of his/her latest Photograph (size of 10 kb to 200 kb) and Signature (size of 4 kb to 30 kb) in JPG/ JPEG format only, for uploading as part of submission of online application.

Instructions for completing on-line Application Form

  1. The candidate, before submitting the application form online, must ensure his eligibility to appear in the test. The candidate is required to go through the Information Bulletin carefully and be clear about the all requirements with regard to the submission of the Application Form.
  2. The Candidate should fill in complete postal address with the pin code and email address (own or parents only) for future correspondence.
  3. Candidates must ensure that mobile numbers, e-mail ID filled in the online Application form are their own as NTA will communicate through SMS or email only on the given mobile number and e-mail ID.
  4. Candidate should not give the postal address, contact number and e-mail ID of Coaching Centres in their Online Application Form.
  5. Candidates should fill Code Number against the column provided for Qualifying Examination passed. If a candidate does not fall within the qualifications prescribed as per Code numbers 02 to 07, then the candidate needs to furnish complete details under the column ‘others’.

  6. Candidates appearing in Class XII in 2019 should fillup qualifying code as 01.

  7. The Application Form other than the one filled in online mode will not be accepted, under any circumstances. The Candidates are not required to send the Confirmation Page of Online Application Form to the NTA. However the candidate are advised to preserve atleast four copies of the Confirmation Page alongwith the proof of fee paid for any future reference.

  8. Candidates from State of J & K are required to submit online Self Declaration as indicated in para – 3(b) of Chapter-3 for seats under 15% All India Quota.
    i. Request for change in any particulars in the online Application shall not be entertained under any circumstances.
    ii. Incomplete Applications shall be rejected.
    iii. Candidates are advised to submit only one Application Form. If a candidate submits more than one Application Form, his candidature will be cancelled.

  9. The candidates should bear in mind that any Online Transaction Password (OTP) generated on the NEET (UG) – 2019 website while registering/submitting the form will be valid for 15 minutes only. After the lapse of this period, candidates need to click on the link “RESEND OTP” to generate new OTP.

Removal of Upper Age Limit and Extension of Date for filling Online Application Form Online applications have been invited for NATIONAL ELIGIBILITY CUM ENTRANCE TEST (UG) – 2019 [NEET (UG)-2019] to be conducted by the National Testing Agency (NTA), for admission to MBBS/BDS Courses in India in Medical/Dental Colleges run with the approval of Medical Council of India/Dental Council of India under the Ministry of Health and Family Welfare, Government of India, except for the institutions established through an Act of Parliament i.e. AIIMS and JIPMER, Puducherry. In view of the Hon’ble Supreme Court’s Order in SLP (C) No(s). 14320/2018 and in other connected matters, dated 29th November, 2018, the petitioners / candidates who are 25 years of age and above shall be entitled to apply and appear in the NEET(UG)-2019 examination provisionally subject to final outcome of these matters.
Accordingly the eligibility conditions regarding age limit is revised as under:

Accordingly, the last date for filling up online application form has been extended by one week i.e. from 30.11.2018 to 07.12.2018 and fee payment from 01.12.2018 to 08.12.2018 (through Credit/Debit Card/Net-Banking/UPI upto 11:50 p.m. of 08.12.2018 and through e-challan (SBI) upto bank hours of 08.12.2018).

The date is also extended in view of the Order passed by the Hon’ble High Court of Madras, Madurai Bench.
There is no change in the remaining conditions.

Declaration of Result:

a) The National Testing Agency will conduct the NEET (UG) – 2019, evaluate the Answer Sheets and the result will be hosted on website www.ntaneet.nic.in. The NTA will prepare the merit list as per the directives of DGHS, MCI and DCI.
b) No category wise result sheet will be prepared. As soon as the result is ready, NTA will host the results on the website and thereafter candidates may download the Result Sheets.
c) All Candidates appearing in NEET (UG) – 2019 must regularly check updates on website of NTA, MoH & FW, Medical Counselling Committee (www.mcc.nic.in) and Participating States/Universities/Institutions till conclusion of final round of Counselling.

    Universities/Institutions using merit list of NEET (UG) – 2019 shall follow the instructions of the State Government and/or authorities of the Medical/Dental colleges/Institution/University concerned for counselling. Counselling for Private Medical Colleges (except Deemed) will be with the respective State Governments.
    The admitting/counselling authorities will draw merit list of the candidates in the respective categories declared by the candidates at the time of applying for admission/counselling. The NTA will not make any change in candidates’ data after the opportunity for the same is closed. In no case, the change of data submitted by candidate in the online Application Form shall be made by NTA, after declaration of result. In the application form, categories of the candidates have been obtained as per Central Category List. For the counselling and admission on seats other than 15% All India Quota Seats, candidates will register for counselling as per their eligibility by giving the category based on the State category list and merit list will be prepared accordingly by the concerned Counselling Authority. The domicile criteria would be as per the State concerned and NTA has no role to play in it.

Can a candidate of Karnataka opt for Delhi as a centre with Kannada medium?
Ans: No, Kannada medium will be available only in the Centres/ cities located in the State of Karnataka.

What is the syllabus for NEET (UG) – 2019?
Ans: The Question Papers for the test shall be based on a Common Syllabus notified by the Medical Council of India and implemented in the year 2013 which is at Appendix-I of the Information Bulletin of NEET (UG) – 2019 available on the website www.ntaneet.nic.in and www.nta.ac.in. It is also available at www.mciindia.org.

What will be the pattern of NEET (UG) – 2019?
Ans: The NEET (UG) – 2019 shall consist of one paper containing 180 objective type questions (four options with single correct answer) from Physics, Chemistry and Biology (Botany & Zoology). This will be a single exam in pen-and-paper mode. The duration of paper would be 03 hours.
